CPO certification by state
CPO Certification in California
California has no statewide training requirement for pool operators, but Los Angeles County requires its own certificate for anyone who services pools for others, including private ones.
Who sets the rules
The state rule, 22 CCR 65521, only says a public pool must be supervised by an operator. Counties add their own rules on top.
What the rules say
- In Los Angeles County, anyone servicing pools for others needs the county certificate, including at private homes. Homeowners can service their own pool.
- Under the county's guidance, a public pool's operator may not add chemicals unless they also hold the county certificate.
- We found no similar certificate requirement in San Diego County.
Running a pool service business
- Pool construction and repair jobs of $1,000 or more need a CSLB licence, such as D-35 (pool and spa maintenance) or C-53 (swimming pool).
- A licence is needed below $1,000 too if the job needs a permit or the business has employees.
