CPO certification by state

CPO Certification in Colorado

Colorado requires public pools to have a certified operator on staff or under contract, and accepts CPO, AFO, NSPI Tech I and other approved courses.

Who sets the rules

The state rule, 5 CCR 1003-5, is enforced by local public health agencies, and some of them have adopted the CDC's Model Aquatic Health Code instead.

What the rules say

  • The certified operator can be on the pool's staff or work under contract.
  • Apartment and condominium pools count as private under the state rule, so it doesn't apply to them.
  • Local agencies can adopt the Model Aquatic Health Code instead of the state rule. Broomfield adopted it at the end of 2025.

Running a pool service business

  • We found no statewide pool service licence. Some cities require trade registrations for particular work, such as Denver's plumbing registration.
Denver's operator requirements weren't confirmed, so check with your city or county health department.
